DOJ Moves Forward with Controversial Requirement for Firearms Retailers in Four Southwestern States

MULTIPLE SALES REPORTING ON CERTAIN RIFLES TO BE REQUIRED . . . Late today the Deptartment of Justice issued a press release announcing that it would begin its controversial proposal of requiring dealers in Texas, California, Arizona and New Mexico to file multiple sales reports on the sale of certain rifles. NSSF opposes this new record-keeping requirement because ATF lacks the legal authority under the Gun Control Act to require it and, just as importantly, because it will actually make it more difficult for dealers to cooperate with ATF. This announcement comes while DOJ and ATF are being investigated for encouraging dealers to sell firearms to straw purchasers and then purposely allowing as many as 2,500 firearms to cross into Mexico. Sen. Grassley and Rep. Issa were highly critical of today's decision, with Rep. Issa saying in a statement, "In Operation Fast and Furious, gun dealers didn't need this regulation as they voluntarily provided ATF agents with information about suspected straw purchasers. In return for this voluntary cooperation, the Justice Department betrayed them by offering false assurances that they would closely monitor sales of weapons that dealers otherwise did not want to make."

June NSSF-Adjusted NICS Background Checks Up 12.8 Percent

The June 2011 NSSF-adjusted National Instant Criminal Background Check System (NICS) figure of 679,840 is an increase of 12.8 percent over the NSSF-adjusted NICS figure of 602,908 in June 2010. For comparison, the unadjusted June 2011 NICS figure of 1,157,714 is an increase of 16 percent over the unadjusted NICS figure of 998,262 in June 2010.

This marks the 13th straight month-over-month increase in NSSF-adjusted NICS figures.

The adjusted NICS data were derived by NSSF by subtracting out all NICS purpose code permit checks used by several states such as Kentucky, Iowa and Utah for CCW permit application checks as well as checks on active CCW permit databases. Though not a direct correlation to firearms sales, the NSSF-adjusted NICS data provide a more accurate picture of current market conditions.

MICROSTAMPING DEFEATED IN NEW YORK AGAIN . . .

Microstamping legislation A. 1157, which earlier this year passed the General Assembly, failed to be voted on in the New York State Senate. This marks the fourth straight year that microstamping has been defeated in the Empire State. Fortunately, legislators have listened to the independent studies of this flawed, easily-defeated concept and instead want to save the close to 9,000 jobs attributed to the firearms industry in the state. NSSF thanks everyone who urged their legislators to oppose microstamping

SECOND AMENDMENT FOUNDATION CONTINUES TO FIGHT FOR YOUR RIGHTS AT THE UNITED NATIONS

 

The Second Amendment Foundation, represented by Alan Gottlieb and Julianne Versnel, is in attendance at the Third Preparatory Committee Meeting for the Arms Trade Treaty (ATT) in New York this week.

These meetings lay the ground work for the final negotiation sessions of the ATT in 2012. SAF's position is firm- an ATT which in any way affects the constitutional rights of American gun owners is totally unacceptable. Civilian firearms and ammunition must not be within the scope of the United Nation's Arms Trade Treaty. There is no compromise on this crucial point.

The Second Amendment Foundation has been active for years at the United Nations both its headquarters in New York and Vienna, Austria and elsewhere internationally in response to anti-gun rights initiatives that would restrict our sovereignty. In addition to attending the first two preparatory meetings, SAF was represented at the May meeting of Governmental Experts where marking, tracing and record keeping policies were discussed.

SAF is a Member of the Executive Committee of the World Forum on the Future of Sport Shooting Activities, a recognized Non-Governmental Organization (NGO) at the United Nations. This status allows us to closely monitor the internal UN debate over firearm issues and report back to our members and supporters.

This NGO status has also allowed SAF to take an active role in speaking at the UN, most recently at the Programme of Action to Prevent and Eradicate the Illicit Trade in Small Arms and Light Weapons in All Its Aspects in 2010.

In addition to its UN and World Forum on the Future of Sport Shooting Activities, SAF is a founding member of The International Association for the Protection of Civilian Arms Rights (IAPCAR) which includes scores of national and international organizations, representing tens of millions of firearm and knife owners worldwide.

In March, Alan and Julianne received a commemorative muzzleloading rifle in recognition for their international work protecting the rights of gun owners presented by FISAT (the Italian shooters association), and Chiappa Firearms during the EXA exhibition in Brescia, Italy.

IDPA Lowers Power Floor for Stock Service Revolver Division

DPA recognizes the difficulty of finding off the shelf factory loaded .38 special ammunition that meets the existing 125,000 power floor for SSR. Because of this difficulty, IDPA has decided to lower the power floor required for SSR to 105,000. The 105,000 power floor will allow more off the shelf brands of ammunition to meet the requirement for the SSR division. This change in power floor should allow IDPA members more opportunity to participate in the SSR division without having to invest in reloading equipment.

This change in power floor will become effective on January 17th, 2011.

For reasons of continuity, the ongoing 2010/2011 Postal Match will still require 125,000 power floor ammunition to be used for any matches yet to be held.
